New CCTV system with 100 Bosch cameras provides high quality image coverage right across the airport - Integration with Access Control And Praesideo Voice Alarm/PA Systems for improved airport safety and security.
An integrated CCTV system from Bosch Security Systems has been chosen for one of the UK’s newest international airports – the Robin Hood Doncaster Sheffield airport.
The approach taken in designing security for modern Airports has radically altered following the publication of the Wheeler Report in 2002. The Wheeler Report calls for the integration of security systems within Airports, to provide a coherent and cooperative approach to security. The Wheeler report states “If effective coherent planning for CCTV is to take place, all partners in the schemes must fully embrace the concept of joined-up working”.
The partners in the scheme for the new State-of-the-Art Robin Hood International Airport included AIS the developer/operator Peel Airports Limited, represented by R W Gregory LLP’s Leeds offices’ Robert Walker. South Yorkshire Police, represented by CCTV Liaison officer, Phil White and West Yorkshire based systems integrator, Advance Integrated Systems Limited. The systems incorporated into the “integrated” approach were not limited to the CCTV, but also encompassed the Access Control system and the Voice Alarm / Public Address.
The terminal CCTV system at Robin Hood Airport was designed and installed by AIS Ltd, and includes some 100 Bosch cameras all controlled via a 256-way Bosch Allegiant matrix with Intuikey keyboard controllers plus a Graphical User Interface controlled from a touch-screen display. The CCTV cameras include Bosch EnviroDomes for outdoor surveillance of the apron, goods yards, Control Point and set down areas. Discrete FlexiDomes’s featuring vandal resistant housings were utilised to cover the majority of the interior of the terminal building with additional G3 AutoDomes for general coverage.
“The CCTV system was designed to provide comprehensive and integrated coverage of the Airport utilising common structured cabling architecture” stated Robert Walker of R W Gregory LLP. “The concept was for the system to be capable of tracking anyone who uses the airport, from set down through to boarding an aircraft. Following discussions with South Yorkshire Police we designed the system to ensure that at least one camera would be capable of producing Police Scientific Development Branch Identification standard images (a minimum of 400 TVL resolution and 120% Rotakin screen target height), so that the images could be used to identify an unknown person.”
Peel Airports, the Airport owner/operator is very committed to providing a safe environment for its passengers and staff and this commitment extends to the on site Airport Car Parks. Phil White of South Yorkshire Police said “South Yorkshire Police and Yorkshire Forward contributed funding for an extensive CCTV and Automatic Number Plate Recognition (ANPR) system covering critical areas in the terminal building and all car parking areas on the site”. Following a competitive tender AIS were employed to provide a system designed to exceed the requirements of the Wheeler report by means of linking both systems and therefore enabling the airport operator to utilize the cameras in the car parks and also to allow the South Yorkshire Police to share transparently, the cameras on the terminal system, as recommended in the Wheeler report.
Extensive discussions were held between the enforcement agencies and Robin Hood Airport, with the resulting agreements on protocols providing what both Phil White and Robert Walker describe as, “a breakthrough in joined up working and intelligence led security”.
In addition to the CCTV systems being integrated, Robert Walker championed the integration of the access control system with the CCTV systems. “We specified an airport specific access control from UK manufacturers CEM. The AC 2000AE system combined with Ethernet proximity readers and Door interface units allowed us to interface the CCTV and access control systems at a software level and facilitated the CCTV system being triggered by alarm events on the access control system, automatically bringing up specific camera images on the spot monitors, dependent on where and what alarm event was indicated by the access control system. “
Although not implemented in the initial phase of the Robin Hood Airport development, the voice alarm system, which utilizes Bosch’s EVAC compliant Praesideo system, can be integrated with the access control system, the Flight Information Displays and or the CCTV system, to provide an almost unlimited number of situation or flight announcements.
According to AIS’ Sales & Technical Director Stephen McCay, airport security is now an increasingly important issue. “Bosch’s digital Praesideo PA and Voice Alarm system coupled with their CCTV systems and CEM’s impressive access control system, not only exceeds the scope of the Wheeler report, it equips Robin Hood Airport with one of the most modern and comprehensive integrated security and safety systems available at any airport”.
