Vastly improved security for staff and visitors the goal

DVTel Inc., multiple award-winning market leader in delivering integrated IP security solutions for surveillance and monitoring, today announced that the City of Los Angeles is in the midst of a major upgrade to security system capabilities and coordination, using the DVTel Intelligent Security Operations Center (iSOC) platform.  With the Network Video Management System (NVMS) at its core, the iSOC will enable the City of LA to eventually integrate hundreds of cameras and other security systems, connecting multiple buildings and facilities, all monitored and controlled by the City’s Command Center.

“Video is at the center of our ambitious security program upgrade,” said Dwayne Healy, Security Technology Administrator for the City of Los Angeles.   “So, our choice of the video management system was central to the plan.”   The DVTel system has exceeded the City’s expectations according to Healy, and the City plans to use the platform for all future expansion to other buildings and facilities.  TRC-EASI provided project design and consultation services and RD-Systems is the systems integrator of record.

Prior to 9/11, the City of LA maintained a relatively uncoordinated system of video surveillance of buildings and facilities, often with monitoring on-site.  The 2001 tragedy highlighted a pressing need to integrate all the city’s systems and bring them under one roof to enhance control and overall effectiveness.  As the project progressed, all agencies involved in security have been brought together in the new Office of Public Safety. That office will oversee the integration of what will eventually number more than 25 buildings and facilities, spread out over a considerable distance, all managed and redundantly monitored over the City’s network infrastructure from a new Central Command and Communications Center. Select larger-scale facilities house remote monitoring and control stations as well.  Healy added, “This redundancy has significantly increased the effectiveness of our video operations.”

Healy continued, “The level of integration this project will eventually involve will be very demanding; however, in execution it should prove to be quite impressive.  Along with the DVTel systems’ high-level capabilities, we also get some very practical functionality—an outstanding GUI, very intuitive, interactive operation, and flexibility so our officers can use either a keyboard or a mouse.  The officer’s computer prowess is virtually taken out of the equation.  As basic as this may appear, it is a critical component of our future security model. We need both high-level future integration and a system our staff can use effectively right now.”
